			<content:encoded><![CDATA[<p>REPORT OF THE MEETING OF WORLDHAM PARISH COUNCIL<br />
on 23 October 2011</p>
<p>Among the matters considered were the following:</p>
<p>•	BYWAYS OPEN TO ALL TRAFFIC – a meeting is still being sought with the Area Countryside Access Manager to discuss the problems of Candovers and Watery Lane.  This is likely to take place in December.</p>
<p>•	PLAYGROUND – it was agreed to accept the quote from Paul Grace for repairs to the playground equipment surrounds and for cutting back overgrown ivy and brambles.</p>
<p>•	Councillor Bagnell led a discussion about a possible upgrade of the playground.  A number of points both for and against an extensive upgrade of the playground were made and it was agreed to defer a decision as to the way forward until Councillors had further time for reflection.  Two letters of comment were presented to councillors for their consideration.</p>
<p>•	TRAFFIC AND ROADS – The clerk reported that he had sent a detailed letter of comment to Mark Kemp-Gee regarding the recent road ‘repairs’ on B3004 and, as yet, had not received a reply.  He had also contacted Hampshire Highways concerning the possible imposition of speed limits in Worldham Parish on B3004 and B3006 and the problems of inadequate sight lines at Three Horseshoes junction and also at the Round House.  He had requested a meeting with Hampshire Highways but that, as yet, had not been arranged.</p>
<p>•	CYCLEPATH – this was still under consideration and approaches would be made to interested parties such as SDNP for possible assistance.</p>
<p>•	COMMUNITY FORUM – Mrs J Clay from Selborne PC had volunteered to represent the cluster of Parish Councils consisting of Selborne, Worldham and Kingsley on the Community Forum.  Doubts were expressed about the re-organisation of the Forum in this way.</p>
<p>•	REPORTS OF MEETINGS ATTENDED BY COUNCILLORS AND THE CLERK were presented –<br />
15 September – Highways Event for Parishes<br />
19 September and 3 October – Workshops organised by South Downs NP<br />
28 September – East Hants Association of Parish Councils<br />
13 October – Eco-town meeting relating toTraffic/Transport Management<br />
Attention was drawn to a series of workshops re Bordon/Whitehill Ecotown.</p>
<p>•	VILLAGE HALL &#8211; Councillor Gaffney reported on the recent meeting of the Village Hall Committee.  A gate at the bottom of the steps and catches to the stage doors were being organised.  An inspection of the hall would take place in the next few days.  Advice would be sought about the acoustics of the hall.  A number of suggestions for activities in the hall had been suggested.</p>
<p>•	PLANNING – Councillors noted that a certificate of lawfulness had been applied for on The Cottage site and that an appeal had been lodged relating to The Acorn.  The councillors did not add to their original comments.</p>

<p>The new co-opted councillor, Mrs Tara Goodwyn, from West Worldham, was welcomed to the meeting.</p>
<p>BRIDLEWAYS OPEN TO ALL TRAFFIC (BOATs)</p>
<p>It was decided to apply for Traffic Restriction Orders on Watery Lane and Candovers.</p>
<p>HIGHWAYS</p>
<p>The Clerk reported that Selborne Parish Council had decided to proceed with a Speedwatch scheme.  It was agreed to hold a open meeting of parishioners in October to discuss this scheme in relation to Worldham and to consider other traffic issues.</p>
<p>COMMUNITY FORUM</p>
<p>Cllr Trigwell-Jones reported on a meeting chaired by David Parkinson from East Hampshire District Council with representatives from Worldham, Selborne and Kingsley Parish Councils to consider changes being made to the way the District Council’s Community Forums are organised.  Concerns were raised about an added layer of bureaucracy and conflicts of interest for parish councillors representing other parish councils on the Forum. </p>
<p>Cllr Blake reported on a training meeting on the Code of Conduct for councillors.</p>
<p>PLAYGROUND</p>
<p>The annual Playground Inspection Report was presented.  It was agreed to make enquiries about equipment to upgrade the Playground and also to provide a picnic table.</p>
<p>QUEEN’S DIAMOND JUBILEE</p>
<p>Councillors agreed to a grant of £500 towards a Parish event to celebrate the Jubilee.  They also agreed to put forward a request for a grant for bunting under the EHDC’s Community Initiative Fund.</p>
<p>VILLAGE HALL</p>
<p>Grateful thanks were expressed to Mrs Debbie Pusey, the Village Hall Secretary, who had resigned with effect from 31 July.  Mr Mike Walker had agreed to undertake the task of Village Hall bookings.  The Village Hall Committee would discuss the problem of the cleaning of the hall.  Tenders for the installation of a gate on the steps of the hall were being requested.  The need to register the septic tank used by the Village Hall was raised (see separate note elsewhere in Kingsworld).</p>
<p>ROADSIDE VERGES AND FOOTPATHS</p>
<p>Concern was expressed at the untidiness of many verges and footpaths in East Worldham.  Many people worked hard to keep areas of the village tidy but a plea was made for all householders to tidy up the outside of their properties (see Brickbats).</p>

			<content:encoded><![CDATA[<p>I met a friend at the Three Horseshoes in East Worldham on Friday evening. It was the first time I had been since it has been given its new look.</p>
<p>It looked amazing &#8211; so much more welcoming &#8211; a great village pub. Blanche and Alex have done a great job of transforming the pub. Gone is the dated old carpet replaced by lovely wood floors, the whole place looks fresh and a place you want to visit.</p>

			<content:encoded><![CDATA[<p>THE THREE HORSESHOES GETS A MAKEOVER…….</p>
<p>The Three Horseshoes at East Worldham is celebrating its new makeover and wants to invite you to a party! ‘Party in the Pub’ is on bank holiday Saturday 28th May with a live music and curry night. The music starts after 8pm and our selection of currys are served from 6pm – come along and enjoy the fun!</p>
<p>Since their arrival in January, the team at The Three Horseshoes have been working hard to build a good reputation for food and customer service. Their friendly welcome puts you at ease – sample the real ales, wines and soft drinks whilst enjoying a snack on the comfortable fireside sofas, or dine al-fresco in the lovely walled garden.</p>
<p>The menu of modern pub classics and good, home cooked country fare is updated regularly and fresh local produce is used wherever possible. Friday 20th May sees the new Summer menu introduced – with dishes such as fresh whole grilled sardines or local sausages in Kingsley honey and sesame seeds, to classics such as ale battered cod and home-made burgers with local chilli chutney. </p>
<p>From 24th May Wednesdays see the introduction of the ‘Young at Heart’ menus. Smaller plates for the over 60s &#8211;  2 courses for £6.50 or 3 courses for £8.50 with a choice of 3 dishes for each – served lunchtime and early evening.</p>
<p>If you have friends coming to visit, why not book one of their letting rooms? Each is individually styled and has all the facilities you would expect of a comfortable country inn.</p>
<p>The ‘Drawing Room’ also lends itself to parties and functions and is ideal for daytime or evening use – just call and ask. </p>
<p>Due to the refurbishment, there will be lots of spare pub paraphernalia, so on August Bank Holiday Saturday they are planning a garage sale and fun day – put this in your diary too!</p>

			<content:encoded><![CDATA[<p>Worldham Parish Council resolved at its meeting on 10 May 2007 that the Parish should produce a Plan that would show what changes residents believe would improve the Parish, and what they would like retained. Such plans were encouraged in the November 2000 Rural White Paper.</p>
<p>The purpose of Parish Plans is to enable parishes to influence their future by detailing community concerns and preferences, and addressing them through agreed short and long term measures. In addition, these Plans will enable parishes to influence decisions by executive authorities, to the benefit of the affected communities.</p>
<p>A request for volunteers to form a Steering Committee for the development of the Worldham Parish Plan was made in the April 2007 issue of the King‘s World, the Parish magazine. In response to this request the Steering Group was formed, comprising Mary Trigwell-Jones, Keith Gordon, Tessa Gaffney, Mark and Philippa Penfold, Nick Tupper, Simon Butler and, initially Diana Barty-King, replaced by Ally Tidbury in February 2008.</p>
<p>The Steering Group first met in June 2007, and consulted with Giv Thornton of Community Action Hampshire in September 2007. A Likes/Dislikes Survey, to be completed by individuals, was carried out in the Parish in August 2007. 170 Surveys were returned and the results were published with the November issue of the King‘s World.</p>
<p>The results from this Survey formed the basis for the Questionnaire which, with guidance from officers of East Hampshire District Council, Community Action Hampshire and comments from a pilot exercise‘ within the Parish, was developed during 2008, and distributed to all households in the Parish in October. Out of the 151 Questionnaires distributed, 93 were completed, 73 from East Worldham, 9 from West Worldham, 7 from Hartley Mauditt, and 4 from the households in Hartley Mauditt on the B3006.<br />
No demographic information was collected as both the Likes/Dislikes survey and the questionnaire were conducted anonymously.</p>
<p>The Steering Group analysed the raw data, and reported the facts to parishioners via a booklet enclosed with the King‘s World issue for April 2009. The Group then held a well attended Open Meeting with a wide cross-section of parishioners on 23 April 2009 to discuss the results from the Questionnaire.</p>
<p>Members of the Steering Group identified the actions from the Questionnaire that required attention for the Action Plan, and drafted the supporting narratives. The Group agreed immediate implementation of some of the non-controversial actions. Notification of this Draft Parish Plan were issued with the March 2010 copy of the King‘s World, and a meeting with the Parishioners to discuss the draft was held on 26th April 2010.</p>
<p>The Steering Group would like to record their thanks to the following for their patience and understanding in assisting the Group in its task, which was almost wholly new to all of them: Giv Thornton, Chris Paterson, Jo Dixon, Jane Hurst, Linda Munday.</p>
<p>When reading this Parish Plan, it is important to remember that the views, perceptions and concerns of people living in the three villages will vary, and that the predominant population in the Parish is in the village of East Worldham. The Members of the Steering Group took this into account, as best they were able, when drawing conclusions from the results of the Survey and the Questionnaire and writing this Plan.<br />

			<content:encoded><![CDATA[<p>A large excitable crowd with picnics watched the cricket match between East Worldham and West Worldham early in July.  The match which takes place at Park Farm is keenly contested, with the young cricketers showing off their fitness levels. East Worldham were first to bat and some spectacular fielding and one casualty from the opposition, restricted their total to 163 runs.  West Worldham started slowly but were progressing well, until a devastating spell of bowling and some excellent catching, brought the innings to a quick end and they were eventually all out for 89 runs.</p>

<p>In mid afternoon the roasting of the hog started, and by early evening all was ready for the arrival of the villagers. Between 130 and 140 villagers relaxed in the early evening sun, and enjoyed the excellent Hog Roast.  The Hog with particularly good crackling was superbly cooked by Mike Walker and the salads and pudding were prepared by the WI. As the evening got colder the disco started up in the barn. The excellent choice of music got many villagers onto the dance floor, and some of their moves have not been seen for years. A great day was had by all with the festivities ending in the late evening.</p>

			<content:encoded><![CDATA[<p>The Worldham Choir celebrated it&#8217;s  21st Birthday with a concert in the Church at East Worldham last month, attended by almost a churchful of audience. <em>Many</em> <em>former choir members, some of whom</em> <em>had moved to distant counties, returned to join the celebrations.  </em>The program consisted of religious and secular choral music chosen by the choir members to represent their most favoured works. About £500 was collected for the church, which was most generous and -welcome.</p>
<p>The choir would always welcome new members, particularly Tenors and Basses.  It meets every Monday evening at 8 p.m</p>

			<content:encoded><![CDATA[<p>Set in the beautiful surroundings of East Worldham House, with breathtaking views of our own piece of English countryside, it is hard to imagine a more quintessential village fete. We are told this regularly by those who join us, so though we may tweak the content a little from year to year, our village fete remains just what everyone imagines it should be.</p>
<p>For 2010, we were entertained by Alton Morris – we even got to join in! In keeping with the atmosphere, the children’s’ fancy dress competition had the theme ‘In an English Country Garden’, with some wonderful imagination in evidence. Under clear blue skies, we wandered from stall to stall, marvelled at the local talent in the Flower Show, and joined in (or cheered on) the various sports, and activities. With ice creams, a barbecue, beer and Pimms and tea and cakes in the rose garden, what more could we ask for&#8230;&#8230;.. another fete next year, please?</p>
<p>As to the purpose of the fete: community spirit is by far the most important aspect of the event. It is eagerly planned and looked forward for months in advance. There is a lot of hard work involved for a significant number of people, but also great satisfaction in working together to create an event that is enjoyed by many more people – not just from our own villages, but from many miles around. The proceeds provide welcome support to a range of village activities, such as family coffee mornings, magic shows for our senior residents and developing a village history archive. It also assists in maintaining our three lovely parish churches.</p>
